Transforming workforce visibility and mobilisation across the Australian Defence Force

The Australian Defence Force (ADF) partnered with Greenbeam to transform how it understands, engages and mobilises workforce capability across the Total Workforce System. By implementing the Defence Career Hub, Defence gained greater visibility of the skills, qualifications and experience of its people, enabling faster capability mobilisation, improved reserve engagement and more informed workforce decisions.

The challenge

The ADF needed a new way to engage and retain its reserve workforce while improving visibility of capability across the Total Workforce System.

Traditional workforce management approaches relied heavily on rank, trade and service structures. While effective for workforce administration, they provided limited visibility of the broader skills, qualifications and civilian experience that Defence members bring to the organisation.

This created challenges in:

  • Identifying personnel with niche or emerging skills.
  • Mobilising capability quickly for deployments, exercises and surge activities.
  • Connecting reservists to meaningful service opportunities.
  • Improving workforce flexibility and internal mobility across Defence.
  • Understanding where critical skills existed across the Total Workforce.

The ADF required more than a software platform. It needed a trusted partner capable of designing and delivering a secure workforce capability solution that could operate within Defence's unique environment.

The Greenbeam solution

Greenbeam partnered with Defence to design and deliver the Defence Career Hub (DCH), a customised implementation of Greenbeam's workforce capability platform tailored specifically to Defence requirements.

This involved significantly more than deploying technology.

Working closely with Defence stakeholders, Greenbeam:

  • Configured the platform to meet Defence's stringent security and hosting requirements within the Defence Protected Environment.
  • Designed a workforce model aligned to Defence's unique employment and hierarchical structures.
  • Created a capability framework that recognised both military and civilian skills and experience.
  • Enabled skills-based workforce matching across all three Services.
  • Developed workforce intelligence and reporting capabilities tailored to Defence decision-makers.
  • Provided ongoing service delivery, onboarding, engagement support and continuous platform refinement.

The result was improved visibility of workforce capability, providing Defence with an entirely new way to understand and mobilise its people by recognising both military and civilian skills and experience.

Delivering workforce visibility and mobility

Through DCH, Defence gained the ability to:

  • Map workforce capability beyond rank and trade classifications.
  • Understand where skills and experience existed across the Total Workforce.
  • Identify members with specialist capabilities that may otherwise have remained hidden.
  • Connect reservists with flexible service opportunities aligned to their skills and circumstances.
  • Improve internal mobility by matching people to opportunities based on capability rather than organisational boundaries.

By recognising civilian qualifications, professional experience and transferable skills, Defence could view its workforce through a capability lens rather than solely through traditional workforce structures.

Supporting operational readiness

The platform also enabled Defence to support a wide range of workforce activities, including:

  • Reserve employment opportunities.
  • Exercises and training activities.
  • Courses and professional development opportunities.
  • Surge workforce requirements.
  • Capability generation activities.
  • Workforce mobilisation initiatives.

Importantly, Defence gained the ability to identify and engage members with the right skills when and where they were needed, creating a more agile and responsive workforce capability model.

Outcomes and impact

Since implementation, the Defence Career Hub has delivered measurable outcomes across the ADF:

  • Thousands of Defence members and reservists created workforce capability profiles.
  • Several hundred employment, training and service opportunities were published across the platform.
  • Multiple workforce projects were successfully delivered by identifying and mobilising previously hidden skills and experience within the Defence workforce.

These projects demonstrated the value of capability-based workforce intelligence. In several instances, Defence was able to identify personnel with specialist skills that were not visible through traditional workforce management systems, unlocking latent talent that may otherwise have remained undiscovered.

As a result, Defence achieved:

  • Greater visibility of workforce capability across the Total Workforce.
  • Improved reserve engagement and retention.
  • Increased workforce agility and internal mobility.
  • Better utilisation of civilian and Defence-acquired skills.
  • Enhanced ability to mobilise capability quickly.
  • Improved workforce intelligence to support decision-making.
  • A scalable platform capable of adapting to future workforce requirements.
